OP Recapitulate does not mean 'to capitulate again', but this raises the question: How did capitulate come to mean what it does?
'Capitulate' comes from Latin capitulum, 'chapter'. It originally meant 'to draw up terms of surrender (chapter by chapter)'.
You hit that one right on the nose. Exactly.
