There is another specific use of this term in wine making. It means adding water and sugar to the grape juice before it is fermented. This has two affects; in high acid juice, it 'makes it better' by diluting the acid. The second is to 'stretch the juice and make more wine (inferior because the taste is diluted too) out of limited juice.

This amelioration is also practised in other food branches. In factory produced bread they add an ameliorator consisting of extra yeast, gluten, milk powder, fats, an amino acid 'cystine' made from pigs hear (pardons, hair) and preservatives. I've seen the stuff as a yellow buttery matter. Keeps the bread supple and so called fresh, but spunkless.
Just like in wine, you might consider the ameliorator a detoriorator.
