It's the alphabet that linguists use to transcribe speech. IPA also stands for the International Phonetics Association which you can see spelled out in the IPA at the home site:

I usually use SAMPA because not everybody can see the symbols in the Unicode range for the IPA.

International Phonetic Alphabet. Oh yeah--thanks. (And a raspberry to the clowns! ) I knew that, but. Funny, isn't it, how nearly effortlessly we learn about things we're interested in, and how, in my case anyway, things I'm not interested in or don't think I'll ever have a use for, just kind of come into one side of my mind and trickle straight out the other.

These days, all it takes is a web address to concoct any organization one can imagine and label it international (or intercosmic) if one wishes.

There appear to be legitimate organizations called:
The International Trombone Association
The International Ergonomics Association
The International Dyslexia Association
The International Downtown Association
The International Jugglers' Association
The International Twins Association
The International Zinc Association
The International Nanny Association
The International Hedgehog Association and
The International Polka Association.

Why, therefore, would there not be an International Permafrost Association?

Thanks for the links, etaoin. I have added them all, and your largesse prompted me to vet one that I got through the mailto link on my page. http://www.freeglossary.com appears to be a frontend for Wikipedia, and other web articles. Not too bad from what I've seen so far.
