I think that even before WWII the British has as part of their anti-aircraft protection, large balloons with no motors, some carrying observers, some just with no occupanats intended to be a hazard for enemy planes who might crash if they hit the cables. The designation of these balloons was “B-limp” meaning they had no rigid elements, as dirigibles did. Col. Blimp was portrayed as having a big belly, like a balloon.
