In fact, the police have been known to prevent crimes in such a way as to seem draconian. After all they are primarily human, therefore subject to errors in perception. Ahem.

They've been known to "solve" crimes in ways that seem draconian, too, so that's a wash. Prevented crimes have no victims.

When the draconium leads to criminal activity by the police, then innocent people become victims. Hence, not "a wash". Of course, some police proactivity (?) is effective and not draconian. Something for everyone.
