Heya, Bill,
The Little Lame Balloon Man isn't from my poem, but from Cummings' poem "In Just-". The Little Lame (goat-footed) Balloonman is Pan, or at least an allusion to Pan - whistling far and wee.

spring when the world is mud-
luscious the little
lame balloonman
whistles far and wee
and eddieandbill come
running from marbles and
piracies and it's

when the world is puddle-wonderful
