! It's a Latin gerundive from the verb propagare (to propogate) and means necessary to be propogated. Comes from the Latin name of the Roman Catholic College for the Propagation of the Faith (de propaganda fide).
Propagare originally meant to cause to multiply referring to plant cuttings and such like.
(and with a mighty heave he wrenches the discussion from politics to religion.)
