a tautology
Not uncommon in the word swiping process. Been to the Mississippi River lately? Worried about the effects of the El Niņo?

I have never heard that particular reduncancy. Here, where El Niņo has been a commonplace fact of life for longer than in the US, or so it seems, it is always just called El Niņo. Occasionally, reference is made to the El Niņo phenomenon, not a redundancy.
