why can't they just leave them out of subscription copies

They'd have to have two production runs with retooling between or separate lines for sub and non-sub issues. That would significantly increase production costs.

I find the blow-ins easier to handle since there isn't the trouble in removing the little bound in ends that make riffling through the magazine so difficult.
