It suddenly occurred to me. These are not random shootings. The victims may be random, but the shootings themselves are part of a plan. The shooter HAD to know there was a state cop 50 yards away investigating an accident. He'd have had flashing lights, a big hat, the whole shtik. Yet the shooter chose someone else. Wouldn't the policeman have been a tempting target?

The victim had something the shooter wanted. A particular number or letter on a license plate, color of shirt, color of car. Something that made him a better target than a cop.
