The only one that rings a bell for me, on this side of the atlantic, is bed-blocker, which is a term for a geriatric patient who should be in a care home but can't go because there aren't enough places, therefore stays in the hospital, which also hasn't enough places, therefore people with non-urgent conditions (sometimes even those with urgent problems) can't get a bed in the hospital.
