I don't think Netscape has a solution, but...

You can drag most pop-ups by clicking and holding the blue bar at the top of the screen. If you drag it down and left, the cross should become visible.

Or

IF you right-click (and hold) on the corresponding box in the task bar (usually down the bottom of the screen) you can select close from there.
