I believe the psychology terms for such incessant repetition are echolalia, echopraxia and palilalia or paliphrasia -- with slight distinctions among the these terms. They are generally not considered by the psychologists to be means of argumentation.

Rather, they are (except in cases of infantilism) markers of psychological disturbance, particularly of autism or schizophrenia. Thus, per bartleby:
