Yes, Paulb, that is quite correct - this was a common way of making dolls in Victorian times. And many a little girl has spoiled her dolly by leaving it out in the hot sun, whereupon the face melts!

I'm not sure when the practice of making wax doll's heads ceased - I have seen examples from early C20 but can't recall seeing any that were post Great War (1914-18 to you youngsters )
