The Arabic word order is Jabal Tariq 'Mountain of Tariq'. Jabbar-altar looks dubious. What language is it supposed to be? Now alt- is Romance for 'high', and gives 'altar', Latin altare, but putting the possessor in front is not Romance; nor Arabic.
