No, tsuwm's quite right. Radical hasn't shifted in its meaning at all, it's just that most people never understood its real meaning in the first place, which doesn't matter all that much. A radical change is a shift in the basis on which the thing being changed operates.
Young peoples' use of the term as "Radical!" - a term of warm approbation - actually implies the same thing. But then they don't really understand that, either!
