I'm totally ignorant about jazz, and have never heard any of the recordings of Mr. Shepp and Mr. Rudd. But to call a black ( he calls himself negro) jazz musician's saxophone playing "phlegmatic" and "winded" sounds insulting. The root word of "phlegmatic" may mean "burn", but "phlegmatic" itself means cold and clammy.
And to say his trombonist, Mr. Rudd, was "hectoring" him also insulting. Surely a more appropriate quotation could have been chosen.

so you don't like the jazz context. well, how about something from cricket then: MATHEW DOWMAN, having saved Nottinghamshire`s bacon against Warwickshire in the previous match, again took on the mantle of saviour of a side deprived by injury of senior batsmen Paul Pollard and Paul Johnson.
But for the young left-hander`s phlegmatic and mature 125 not out - his second century of the season - in a stay of 380 minutes, Leicestershire`s ploy in bowling first on a relaid pitch that was as green as the county`s cap would have been an unqualified success for the next highest contribution was 32 by acting captain Tim Robinson.

A crkicket player "hard to rouse to action, sluggish, dull, etc." would hardly be chosen for any team.
Of course the (b) definition is better "calm, cool" . But in view of the (a) definition, it would seem preferable to use "calm, cool" in the first place.

When one musician asked another's opinion about the posssibilty of hiring a certain player, the reply "He's a nice guy" was the ultimate perjorative, meaning the player is a nice person but not a good musician!

Here is another quote using the word. By an MIT Engllish faculty member. Which is still a bit less satisfactory than I had hoped for.:
Dropping prepositions in phrases like "let's hang" or "he
caved" is no lazier than dropping the preposition "to" from
the framers' phrase, "attained to the age of." The Gen Xers'
drawn-out vowels in "Neh-oh weh-ay, dih-ude" are no more
phlegmatic or affected than F.D.R.'s "nothing to fe-ah but
fe-ah itself."
Of course, my problem is that the word "phlegmatic" evokes memories of old-time rural Yankees: poker faced, slow to speak, and sparing of words.
