Do you have context for this phrase? I believe it means "Passage not allowed"

This phrase was a popular slogan during our civil war. It was coined by the republican forces defending Madrid by the imminent coming of the national forces. "They will not pass through". Loudspeakers, banners and politic speeches employed this motto while defending the city limits but, eventually, they passed.

regarding context, that was my problem: I had none. It was a catchphrase used by the protagonist and his posslq during their forays into syncretic mysticism in Umberto Eco's _Foucault's Pendulum_.

From its use in the Spanish Civil War, no pasaran was taken over by all sorts of left wing revolutionary groups.
