This phrase was a popular slogan during our civil war. It was coined by the republican forces defending Madrid by the imminent coming of the national forces. "They will not pass through". Loudspeakers, banners and politic speeches employed this motto while defending the city limits but, eventually, they passed.

thanks jm! regarding context, that was my problem: I had none. It was a catchphrase used by the protagonist and his posslq during their forays into syncretic mysticism in Umberto Eco's _Foucault's Pendulum_.
