If I toss a piece of tissue paper on the ground and I am caught in the act, I could be fined $300 as a first-time offender.
Are all the bold words fine in the sentence?

Without comparing them to others you might want to use like 'drop' instead of 'toss', they are OK.

Drop could be accidental, toss is unequivocally deliberate. In any case, the sentence is fine. I would probably say onto rather than on, but I suppose that sounds a bit stuffy.

Thanks. No lionel, the words in bold are not "fine", what they are is merely "correct". Ask yourself: 1) What point did I want to make in this compound sentence? 2) To whom am I writing? 3) Did I ask if my word use was "fine" because the word "fine" was in my forebrain? 5) Ignore Faldage. He thinks he is the cat's pajamas.
