OP Kia ora all,
Got a question for those inclined to answer. I was curious so decided to read the Vienna convention on diplomatic relations. The following is a piece of text from article 16:
3. This article is without prejudice to any practice accepted by the receiving State regarding the
precedence of the representative of the Holy See.
In this instance, what do the words 'Predjuce and Precedence' mean?
I understand what 'Holy See' refers to and that the receiving state is the host country. Is the article saying that the 'Holy See' has no significance or that they are neutral? Or�?
n.b. this is not a religious post I just wanted some clarification for context.

clause (3) seems to have been added to reassure the Vatican that Catholic flaunt and tradition would not exclude their representative from acceptance by all states under one of the three classes of diplomats as was outlined in Article 13 which delimits and describes a diplomatic representative.
Maybe a recognition of the special nature of the Vatican State.
OP Yes, my thought too. It seems the polite jargon used was purposed to include rather than sideline.
I was just a little confused by the construction (almost an afterthought) which is clear but not. If you know what I mean?
