(3) could be used, perhaps, if both you and the committee were part of a longer chain of decision making. For instance, my plan for a new course would be passed to my line manager, who would scrutinise it, then pass it along to the Departmental Head, who would look at it and pass it along to the Faculty Committee, who would either accept or reject it. If they accepted it, they would pass it along to the Senate Committee for ratification. But if the Department was considering an internal change to its operations, I might supply my thoughts on the matter direct to the Head of Department and say, "You can pass this on to the Departmental Committee if you think fit."
