Actually the permitted steps are
1. add a letter, or
2. subtract a letter, or
3. CHANGE a letter. Yes, this is like doing 1 and 2 together, but that's the Rool, from the depths of antiquity.
Adherence is negotiable.
Rearranging is optional. Proper nouns aren't encouraged, but then they're not rejected either. Among the other "Table Rules" that have been acceptable is anagramming/rearranging without changing any letters, And it's always nice to have words that are "interesting" in some way.
