It's a play on the politically correct phrases of the form
x-challenged, e.g.,
intellectually-challenged for someone who isn't quite of normal intelligence or
physically-challenged for someone who might have, for example, a deformed leg. It has gone on to become
height-challenged for someone shorter than average. In Avy's case it might mean that she has lost internet access at home.
