Whilst the definition of this term that you ahve given may well have been the one in years past, my belief is that, more commonly or more modernly, the term has come to mean the use or interpretation of a word or phrase that is intentionally or unintentionally odd or unusual; that is, meant or understood in an idiosyncratic or unusual sense markedly different from the apparent or usual one.
