pixilated (PIK-suh-layt-id) adjective
1. Mentally unbalanced; eccentric.
2. Whimsical.
Am I not correct in asserting that in the meantime the word has taken on another meaning having to do with the PC display

I think they are two different words. Pixilated (one E) is a variant of "pixie-led" (led astray by pixies) and pixelated (with two Es) is from "picture element". See pixelated and pixilated.
