I have, and was also puzzled. I suspect that they think they'll have a higher qualilty of information based on the screening, but having tried to maintain a topic specific wiki, I can say it's easy to be overwhelmed.

There's a similar concept for the sciences--you have to provide credentials, be validated, etc.
