They've been known to "solve" crimes in ways that seem draconian, too, so that's a wash. Prevented crimes have no victims.
When the draconium leads to criminal activity by the police, then innocent people become victims. Hence, not "a wash". Of course, some police proactivity (?) is effective and not draconian. Something for everyone.
