helen, noetic is a fine word that dates to 1653 (M-W). can you point to any evidence for micronoetic? is it a neologism or someone's nonce-word?
edit: I do see some evidence of its use in USENET groups as a general term of disapprobation; also claims there that it ain't a real word. :)
