Why not have your risk escalated?

It is my unfortunate duty to translate some job descriptions into Indonesian. I was somewhat taken aback to find that one of the items is:

identify/escalate/resolve risk

At first I just thought somebody somewhere had got hold of the wrong word rather than actively seeking to employ Frank Spencer, but on googling "escalate risk" I found that in some contexts at least this does seem to be a desirable thing to do. Could anyone elucidate?

I think they mean to "escalate knowledge of the risk to higher management" rather than "intensify/raise the level of risk". Somehow.

That's probably right. The usual result of escalating to higher management is "Don't bring me problems! I want solutions!"

I must admit this use of 'escalate' to mean 'transfer (a problem) to a higher level of authority' is new to me.It doesn't seem to be in any dictionaries I've consulted either.

Though I was tempted to suspect a meaning connected with some nefarious activity of the World Bank, I'm now content that it is just another grotesque Bus.Speak usage.
