I think I'm with Faldage "adhocracy"
It's your Q so it's your call, inselpeter.
It looks as if it has been used both ways.
For instance, as "Ad Hocracy" as the lead in this article:

As well as in this definition (worldreference.com)
ad hocracy [æd'hɒkrəsý]
noun: management that responds to urgent problems rather than planning to avoid them
The term has been around much longer than the book so I guess you can ad hoc it anyway you want. [I guess you will anyway.]
