Down-town Montréal (note the e with the funny little mark ) merchants tried that for a while but with a clown. The clown got ticketed for hindering justice. Handing out parking tickets is a money-making scheme for the city and they are not shy to admit it - and to take steps to protect it.

They say the money goes to keep the streets clean. They have to get the money somewhere so I guess it's alright - but it does suck to get a ticket.
