I found this on the internet a bit ago. The underlying story is very true!
We reported yesterday on the U.S. military giving free plastic surgery, including breast enlargements, to any member of its four main branches. The justification is that it "helps our surgeons practice their skills." After the Army recruiting office announced its new advertising slogan of "An Army of 42DD," the Navy followed suit with "It's Not a Job, It's a Boob Job." Not to be outdone, the Marines are also planning on rolling out a new slogan of their own: "The Two, the Proud."

Oh, lovely.
This is all the more outrageous if you know that injuries to servicemen in Iraq are appalling and that Walter Reed and other military hospitals are hard put to keep up. To get an idea, take a look at http://www.thememoryhole.org and go to The Wounded. I would take this as propaganda if I hadn't already heard much of it from a friend of mine who is a retired colonel and goes to Walter Reed regularly.
How many of those operations were reconstruction after breast cancer?
I find it odd it focuses on only female-type surgeries.
