I suppose this has already been addressed here, but my search revealed only more confusion. Which is correct? “something to that affect” or “effect”

This difference is something I always doubt about too. Could you say that affect is something going on over a longer period of time and effect is something more direct or sudden?

That's how I think I understand it from the definitions given through the link.

In that phrase, 'effect' is a noun and correct as ordinarily used in it. 'Affect' as a noun is used only in narrow (technical) context.
