January 30, 2006 All hooah, all the timeBy NICK WADHAMS - Associated Press BAGHDAD, Iraq (AP) — In the U.S. Army, which has so many acronyms, expressions and opaque phrases that it seems to deserve its own language, there is one word that is quite possibly uttered more than any other. That word is “hooah.” Pronounced HOO-ah. Alternatively spelled hua and huah. Attend a company command meeting and you’ll hear hooah uttered as often as a 15-year-old says “like” or “you know.” Head to the post exchange and buy a Hooah Energy Bar or Hoo-Ahhs wet wipes or HOOAH2O water. It’s not just in Iraq. At U.S. bases around the world, hooah seems an inseparable element of Army life. Just don’t try to define it. And definitely don’t try to figure out where it comes from. “I believe it came from hurrah. It basically means everything from ‘yes’ and ‘yes, sir,’ to ‘that’s great,”’ said Capt. James Lowe, public affairs officer for the 506th Regimental Combat Team. “You could use it as a generalized cheer. Mm, I always wondered about that (not least every time I re-watch one of my favourite actors in Scent of a Woman).
The hurrah/huzza derivation seems a pretty likely one, doesn’t it? The OED has a 1682 cite for huzza, and this most appositely from Farquhar’s The Recruiting Officer in 1706:
Huzza then! huzza for the queen, and the honour of Shropshire!

HOOAH - A slang term used by soldiers (circa 2001). primarily light infantry, airborne troops and rangers, referring to or meaning anything and everything except "no." Some documented meanings (presumably depending on context and the situation): (1) Wonderful, great; (2) Good copy, solid copy, roger, message received, understood, good; (3) Glad to meet you, welcome; (4) I don't know the answer, but I'll check on it, I haven't the vaguest idea; (5) You've got to be kidding; (6) Thank you; (7) Go to the next [briefing] slide; (8) You've taken the correct action; (9) I don't know what that means, but I'm too embarrassed to ask for clarification; (10) I am not listening; (11) That is really neat - I want one too; (13) Yes; (14) Stop sniveling; (15) That is enough of your drivel - sit down; (16) Amen. It all sounds nice until you date somebody who's in the army. Then you realize they say Hoo-ah for too many things and is sounds annoying.
It's like the Valley-girl "like" that invaded everyday speech now many kids say "like" at every third word.
