In it he argues that "any attempt to alter English spelling internationally is doomed to failure for three reasons: 1) the multiplicity of native and non-native English pronunciations; 2) resistance from fear of censorship through transcription; 3) impossibility of enforcement, a factor now intensified by the inherently plural nature of the Internet."
