Welcome ARGM. Draconian is when the laws are too harsh. Legalistic is more about attitude than number. I have heard paternalistic used to imply over-legislation. Ooh, what about over-legislated.

I suggest democratic - Only in a democracy, anybody is allowed to complain about too many laws. On the other hand, a dictator or autocrat does not need any laws.
