I'm looking for a novel that was advertised through the mailing list a couple of years ago. The story was about a small town that had a chemical exlosion. A cloud swept from the explosion over the town, and everyone in the town had perfect memories as a result. What was the name of the novel and the author?

It's a translation of "I/S/He said that already."
It alludes to a putative "Mantle of Invisibility," usually as a protest for all to see without actually complaining. Beyond that I'll have to leave further attribution to those with broader literary exposure than mine...
(Sometimes it's used to avoid invoking the cliche "So what am I? Chopped liver?")

Here's another perspective on the strictly-enforced rule against mantling.
To make a post which clearly ignores one made before it and which repreats what another has already said may be (a) rude, or (b) the product of hastily scanning the thread, or (c) an honest attempt to say something in addition to what another has previously posted which falls short in the estimation of the person shouting foul.
A declaration of mantling may be (a) rude, or (b) an attempt to chastise an offender so as to prevent further misdemeanors, or (c) rude.
If this is an on-going joke in which you would like to participate, you could use the search function which accesses threads to read extensive legal discourses on the subtle variations and inflections of this sacrosanct rule. Or not.
