Getting back to the matter at hand -- there are so many common letters that you could make many viable arrangements out of them, of greater or lesser cleverness, and there's no way of saying which is the one intended. I don't see a need to figure out the "right answer" (there's that old principle of "it's what's written on the paper in my upper right-hand desk drawer") and I'm quite able to say I give up, and admire how smart you were to come up with that anagram, whatever it is.
Which is my long-winded way of saying I'm not going to use any more time playing with it, other than to have reduced it to a possible 31-letter anagram plus ObL (suggested by the SATANAS and the BELIEVE and the PENAL HORDE in the presented string of letters). Which would be no less and no more clever and appropriate than what it turns out "really" to be.
I'd be curious to know what you wind up with, when you get or are given it.
