Many would consider it so. It's extremely lyrical, not a standard Requiem Mass at all, being set instead to German texts that Brahms found moving, but is often sung in English translation. He had most of it sketched out and then finally completed it after the death of his mother. You can hear most if not all of the sections on YouTube.
