OP Looking for a word that describes when someone is being overbearingly nice to the point of having the adverse effect intended. i.e. Too complementary or consolidating.
Welcome!
Though probably not quite what you're looking for, the first word that comes to mind is "cloying".
There'll be more, I'm sure!

if you're thinking of false praise, there are lots to choose from; e.g., flattery, bootlicking, fawning, fulsomeness, ingratiation, jive, mush, obsequiousness, palaver, puffery, servility, sycophancy, toadyism, truckling, unctuousness, cajolery, flummery, hokum
there are several shades of flatterers therein - you should be able to find one to suit your purpose.
