New poster here. For years now I've tried to remember the word for a society (civil or religious) that has way too many laws. Can someone help me?

o dysnomy - the enactment of bad laws
o "too many laws" is a truism [see Google[books])

Welcome ARGM.
Draconian is when the laws are too harsh. Legalistic is more about attitude than number. I have heard paternalistic used to imply over-legislation.
Ooh, what about over-legislated.

I suggest democratic - Only in a democracy, anybody is allowed to complain about too many laws. On the other hand, a dictator or autocrat does not need any laws.
