Excerebrose seems like a nonce word for "out of your mind."
It is perhaps better than "decerebrate" which means
de·cer·e·brate
adj 1 : having the cerebrum removed or made inactive < rats> 2 : characteristic of decerebration < rigidity> .
Decerebration is irreversible. An "excerebrose" person presumapbly can recover. People who think they can beat
a slot machine are "excerebrose". They may be quite normal
otherwise.
