Really sorry for asking the nearly same thing as the last time i do.This time is row..
Also I checked many dictionaries.Some give the pronuciation of row rhythmed with no only ,no matter what its exactly meaning.
some dictionary give row rhythmed with cow in some meanings..

If you mean to use the word to mean an altercation, it's pronounced as in cow; if it's meant as a means of propelling a boat, or as a line of some things, it's as blow or tow.
Ah, Angle-ish, isn't it sensible!

aji, maybe it would help to note that all usages of the word rhyme with "no" except for one, the one that boronia points out.
When "row" is used to mean "a spat or fight; noisy ruckus", it rhymes with "cow"; the other meaning of the word rhyme with "no".
