Not 'maxing out' - just the intr.v. 'maxing', as in:

This might be a reference to waxing one's surf board, were this a Californian ode.

Or it might be a reference to waxing eloquent, but one doubts it.

Or it might be a reference to applying and removing bikini wax, but surely this is not done in the car.

That's kinda what I figured, though I'm thinking in means to enjoy oneself in a relaxed way - kicking back "maxin'" rather than "buggin' out".
