I'm at a loss to find a clear definition of the new term (to me) Blog.

Blog appears to be a verb - I, you, she/he/it blogs

It also appears to have nounal forms - a blog and a blogger.

Is it to do with web logs, as it appears to me?

afaik, blog comes from web log - record of internet diary. i've read recently that first (we)blog was established quite long ago. it was some kind of journey diary of some american travellers couple. yet, it's a kind of very popular form of entertainment nowadays in poland, esp. among youth, but not only. there've been even some books published on the base of blog's.
