Which sentences should I use?

1. The weather is cool.
2. The weather is cooling.
3. It is cool under the trees.
4. It is cooling under the trees.

Any would be OK, but the cool ones do not imply that the temperature is becoming lower over time. That would be the meaning of the cooling ones.

Cool and cooling give you the sense of being chilly but not cold.
