Excerebrose seems like a nonce word for "out of your mind."
It is perhaps better than "decerebrate" which means
de·cer·e·brate

Decerebration is irreversible. An "excerebrose" person presumapbly can recover. People who think they can beat
a slot machine are "excerebrose". They may be quite normal
