Wordsmith chastely deciphers "bumf" as bum fodder".
It is in every household, in rolls that have perforations to allow sheets 4x4.5" to be torn off to cleanse the bum
comfortably. So many governement documents come already full of you know what.

Of course, principal use is by plebeian office workers to
describe paper proclaiming pompous patrician pronouncements.
