In practical usage (i.e., if using them in sentences), what is the difference between shameless and shameful?

The difference is in the perspective.
Given a dastardly act, the act itself may be shameful, (yes, and the perpetrator as well if there is a pattern of such acts), but only the perpetrator, not the act, may be shameless, i.e., unrepentant.
